Removing a line from the bill sounds like a price cut, but what matters to your finances is the annual total. Direct Debit customers currently pay an average gas standing charge of about £108 a year. The government plans to move that cost into the unit rate, so households contribute according to consumption. Low users could save, while families in older homes running their heating for longer could pay more. The same reform can produce opposite results for two households. The central question is who takes on the cost previously charged to each account.

The policy was announced on 28 October 2026 by Downing Street, the Treasury and the Department for Energy Security and Net Zero. It was included in the Budget, with Ofgem responsible for implementation. It covers household gas bills in England, Scotland and Wales, with delivery targeted for the end of 2027 or as soon as possible afterwards. Electricity standing charges remain in place for now, with reform details due in 2027. Arrangements for existing fixed-price contracts, prepayment meters and the transition are still to come. The government has also promised targeted support for some vulnerable households that cannot readily reduce their gas use. Eligibility and amounts remain to be announced.

Standing charges exist because serving an account involves ongoing costs. Gas meters need managing, bills need processing, and customer service needs staffing. Those tasks continue even when a household uses little gas throughout the summer. The wider system also has to fund pipe maintenance, safety inspections and past investment. Ofgem has previously explained that gas network costs and the gas share of costs from taking over failed suppliers’ customers were already recovered through consumption charges. Moving the remaining standing charge into the unit rate means suppliers will recover those costs gradually through each kilowatt hour of gas they sell.

There is a clear argument for charging per household: every connected account needs the system to remain ready to supply gas, so each should pay a basic contribution. Charging by consumption reflects another view of fairness: heavier users should contribute more, while those saving energy should receive a direct reward. The first approach provides more stable revenue but places a heavier basic burden on low-consumption households. The second shifts more of the cost towards heavier users and increases the reward for saving energy. The dispute is about how to divide the shared cost of keeping the service available: by the number of connected accounts, or by the amount of gas each uses.

Household consumption also reflects family size, housing conditions and health needs. A person living alone in a well-insulated flat and a family of four in an older terraced house can use very different amounts of gas, even when both are careful. Elderly or chronically ill residents may need heating for longer. Tenants facing draughty windows and poor insulation often depend on their landlord to make improvements. The reform could benefit some low-consumption households while increasing costs for some heavier users. Whether the promised targeted support addresses these practical needs will directly affect how fairly the reform works.

Three hypothetical households can show how the cost is redistributed. The calculation uses Ofgem’s average Direct Debit gas prices for October to December 2026: 7.97p per kilowatt hour and a standing charge of 29.68p a day. Over a year, the standing charge totals £108.332. Spread that across Ofgem’s typical annual household consumption of 9,500 kilowatt hours, and the unit rate rises by about 1.14p to approximately 9.11p. This model keeps the typical household’s bill unchanged. The actual increase remains to be announced. The following calculations use 365 days and the unrounded increase.

Consider a person living alone in a one-bedroom flat, using an assumed 6,000 kilowatt hours of gas a year. This matches Ofgem’s low-consumption reference value introduced in July 2026. At the original rate of 7.97p, consumption costs £478.20. Adding the standing charge brings the annual total to £586.53. Moving the standing charge into the unit rate reduces the annual bill to £546.62, a saving of £39.91. The household avoids about £108 in standing charges while paying roughly £68 more through consumption, leaving a saving of around £40. Its lower consumption means it contributes less through the new rate than it previously paid per account.

Now take a family of four living in an older terraced house and using an assumed 17,000 kilowatt hours of gas a year. Its original consumption charge is £1,354.90. Adding the standing charge brings the annual total to £1,463.23. Under the same model, the annual bill rises to £1,548.76, an increase of £85.53. This family also saves about £108 in standing charges, but the additional rate of approximately 1.14p across 17,000 kilowatt hours adds roughly £194 to consumption costs. The missing standing charge is recovered through the higher unit rate, with more collected overall. Better insulation and heating controls become more valuable because each kilowatt hour costs more.

The third household has switched to a heat pump and uses no gas, but retains its gas meter and an account that attracts standing charges. It currently pays about £108 a year despite consuming nothing. With a zero standing charge, that recurring expense falls to zero. If the household has already disconnected and closed its account, its ongoing gas costs are already zero and remain unchanged. Heat pump households still using gas for cooking would pay according to their remaining consumption. This illustrates another effect of the reform: households could move most heating to electricity while retaining a small amount of gas use at a lower recurring cost.

The break-even point in this model is 9,500 kilowatt hours a year. It is calculated by dividing the annual standing charge by the increase in the unit rate. Because we spread the charge across 9,500 kilowatt hours, a household using that amount keeps an annual bill of £865.48. Those using less pay less; those using more pay more. The actual threshold will depend on the announced rates. Over time, wider heat pump adoption could mean fewer gas customers and lower sales, while the cost of maintaining a safe network may fall more slowly. Recovering similar revenue from less consumption would increase the cost per unit and put pressure on remaining users.

The government has begun examining this transition problem. On 22 October 2026, the Department for Energy Security and Net Zero opened a call for evidence on recovering historic gas network investment and disconnection costs. Specific arrangements are still being considered. Money previously invested in the network is recovered through bills over many years, while customers could leave faster than costs decline. If households able to afford new equipment leave first, tenants and those unable to fund conversion could face a growing share of the burden. Charging by consumption changes today’s bills. A fair transition also depends on how these longer-term costs are allocated.

For Hongkongers living in older British homes with gas boilers, the most useful preparation is to check gas consumption over the past 12 months. Monthly Direct Debits are a payment arrangement; annual consumption provides the basis for comparing tariffs. Multiply usage by the unit rate, then add standing charges and any applicable exit fees to compare annual costs. Better insulation and suitable heating schedules and temperatures can reduce consumption while maintaining healthy warmth. The reform increases the reward for saving gas and assigns more shared costs to heavier users. Should the cost of keeping gas services available be divided equally between households, or should those using more pay more? Leave a comment explaining your view.

The UK plans to abolish gas standing charges and recover the costs through unit rates.
