Even though the court has ordered the release of related documents, the actual content released by the Justice Department has been widely criticized as representing only a tiny fraction\u2014reportedly less than 1%\u2014of the total. In this context, shifting public attention to a grand external issue\u2014Arctic sovereignty, territory, national power\u2014naturally feels safer than confronting thorny and sensitive domestic issues.
